The current relationship between the United States and China is becoming increasingly hostile and strained. Communist Party officials in China accuse America of bullying and attempting to beat China to death. On the U.S. side, President Joe Biden is enacting a tough and widening embargo on semiconductors and other goods, aiming to slow Chinese innovation and maintain American technological supremacy. China also views America’s military alliances in Asia as an attempt to encircle them within their own natural sphere of influence.

In order to maintain peace, both sides have proposed different strategies. The U.S. has proposed limiting economic decoupling and avoiding military dominance around flashpoints. China has proposed maintaining routine contact between thousands of firms in order to narrow the geopolitical divide. In addition, both sides must resist the temptation to resort to tactics that make them more like their autocratic opponent.

Finally, the defining contest of the 21st century is not only about weapons and chips, but also about values. America must be clear that its dispute is with China’s government, not the Chinese people, and that it is sticking to its values of openness, equal treatment of all and the rule of law in order to maintain the loyalty of its allies.
