Worker left papers on car roof, now world’s large nuclear plant may remain shut

Tokyo Electric Power (Tepco) has revealed that an employee working from home lost a stack of documents containing confidential blueprints for the Kashiwazaki-Kariwa nuclear power plant in Japan's Niigata prefecture. The new error follows a strict regulatory process and safety lapses that have resulted in preventing Japan from restarting most of its nuclear reactors since the Fukushima disaster in 2011. The Nuclear Regulation Authority decided last week to maintain a ban on the power station from resuming operations, saying that Tepco's preventative measures are inadequate.
