Nikolai Patrushev, head of Russia's Security Council, will hold talks with Chen Wenqing, a member of the Chinese Communist Party Politburo who oversees intelligence, law and police. Patrushev is believed to be one of Russian President Vladimir Putin's most aggressive advisors. Although the security talks are an annual event, bilateral ties between China and Russia have strengthened since Moscow sent troops into Ukraine in February 2022.
